About Us
Commonwealth Counsel is led by founder Joe Boncore and Vice President Shannon Moore. Commonwealth Counsel works with some of Massachusetts’ top non-profits, philanthropic leaders, and corporations to move the needle forward on some of the top challenges facing our state. Before founding Commonwealth Counsel Joe was the CEO of the Massachusetts Biotechnology Council (MassBio), and before joining MassBio, Joe served as the State Senator for six years.
Shannon Moore is an accomplished government relations professional bringing more than 15 years of experience in policy to Commonwealth Counsel. She has a track record of building solid relationships with key legislators and stakeholders and is committed to driving impactful change through public policy.
